Department of Education launches investigation into UC Berkeley, alleging failure to properly disclose foreign funding

The U.S. Department of Education initiated a Notice of Investigation and Records Request into UC Berkeley on Friday, alleging that campus’s foreign funding disclosures to the department may be “incomplete or inaccurate.”
The investigation comes as the department has resumed enforcement responsibilities relating to disclosure of foreign gifts and contracts under Section 117 of the Higher Education Act of 1965, according to a press release. On April 18, a Section 117 investigation was also filed against Harvard University.

In its release, the department claimed that in two responses to a letter from the department dated June and July 2023, campus “acknowledged” a failure to report the alleged foreign funding.
“Over the course of the last two years, UC Berkeley has been cooperating with federal inquiries regarding (Section) 117 reporting issues, and we will continue to do so,” Mogulof said Friday.
This investigation is among multiple others announced against both campus and the UC system since the Trump administration assumed leadership.
