Suspect in Santa Monica Stabbing Released from Prison 10 Days Before Attack on German Tourists

Gov. Newsom released a criminal from prison.  Ten days later he committed another vicious crime—and was already homeless.  What did the State expect when they released him without a home to go to?

“Cedeno was arrested shortly after the stabbings on the 1500 block of Fourth Street, near Broadway and Parking Structure 7, around 8 p.m., according to the Santa Monica Police Department. Cedeno was a no-show at his first two preliminary hearings due to a medical-miss and is currently being held at the Inmate Reception Center in downtown Los Angeles.

Just ten days before the stabbings, Cedeno was released from prison following an arrest made in early January when he was charged with assault with a deadly weapon, and Elder or Dependent Adult Abuse.

The father was also on probation from a prior arrest and subsequent charge of attempted grand theft of an automobile. Cedeno was set to stand trial, but was released on May 9 because “of the lack of a speedy trial.”

SANTA MONICA – The man arrested for stabbing two people at a Santa Monica parking structure near the Third Street Promenade on Sunday, May 19, appeared in court today where he pleaded not guilty to two counts of attempted murder.

Wearing a blue smock condition, with his hands handcuffed behind his back, Larry Ameyal Cedeno, 29, stood behind the glass partition in the Los Angeles Airport Courtroom while his lawyer, public defender E John Myers spoke with the Honorable Judge Keith Schwartz who set the bail at $2,550,000 due to the severity of the crime.

Court documents seen by Westside Current stated, “On or about on May 19, in the county of Los Angeles, the crime of ATTEMPTED MURDER-WILLFUL, DELIBERATE, AND PREMEDITATED, in violation of PENAL CODE SECTION 187 (a), a FELONY was committed by LARRY AMEYAL CEDENO, who did unlawfully and with malice aforethought murder TOBIAS HALECKER, a human being.”

The charges include allegations that Cedeno used a knife and caused great bodily injury to the victims, according to the District Attorney’s Office. District Attorney Mara L. Mollvain clarified with Westside Current that Cedeno had been charged with assaulted murder, not murder. 

The victims, both visiting from Germany have been identified as Tobias Halecker and Andreas Richard Kalhoffer.

The father was also on probation from a prior arrest and subsequent charge of attempted grand theft of an automobile. Cedeno was set to stand trial, but was released on May 9 because “of the lack of a speedy trial.” A person charged with a felony, is entitled to a speedy trial which means a trial must take place within 60 days of being charged. Cedeno’s case was far beyond the 60 day mark, and as a result the entire case was dismissed. Court records show he had five different attorneys during the nearly four month stalled case.

Cedeno’s troubles with the law date back to 2015 for driving with a suspended license/revoked for offenses not relating to driving ability. Robbery charges followed in 2016, resulting in a three year prison sentence which was later dismissed due to a plea negotiation. In 2021, he was charged with burglary, vandalism and in 2023, attempted grand theft of an automobile.

At the time of Cedeno’s May 19 arrest, he was experiencing homelessness.

Both victims were tourists visiting from Germany, with one remaining hospitalized in critical condition.
